February 2027

From February 2027, Microsoft blocks Power Platform users without the right license.

Not everyone, and not all at once. Three precise cases, one quiet mechanism that hides the problem first, and a way to find your own number before the date. It is one of the changes Power FinOps measures on your tenant, next to the price rise, Dataverse storage and your renewal.

Enforcement starts February 1, 2027

days left to find your number and decide.

Who gets blocked in February 2027, precisely.

A user is only in scope in one of these. Knowing which one is what turns a scary headline into a list with a cost.

Case 1

Managed environments

Any active use in a managed environment needs a qualifying license. Switching an environment to managed, which Pipelines now asks for, creates users who need one.

Signal: Flagged by Microsoft

Case 2

Model-driven apps

A model-driven app needs Power Apps Premium rights. A user with only a standard Microsoft 365 license can open it today and will not be able to.

Signal: Visible in Microsoft license reports

Case 3

Outside Dynamics 365

A Dynamics 365 license only covers apps in the context of its own environment. The same license in another environment does not count.

Signal: Confirmed by you, once per environment

Power FinOps calculates each case separately and shows how confident each line is: Microsoft flags the first, its license reports show the second, and only you can confirm the third.

February does not block everyone at once. It spends your licenses first.

Auto-claim is a Microsoft policy, on by default since 2024. When a user without a license opens a premium app, Microsoft assigns them one from your unassigned stock.

Nobody decides. The stock empties, then the next users hit a wall, and you buy in a hurry at whatever price applies that day.

Turning auto-claim off does not create a single license. It lets you choose who gets the ones you have.

Does your tenant show the usual warning signs?

Five yes or no questions, taken from what Power FinOps looks at first. Nothing is sent anywhere: the answers stay in your browser.

  1. 01

Do you use managed environments, or Pipelines?

Pipelines target environments must be managed, and a managed environment requires a qualifying license for every active user.

  2. 02

    Do you run model-driven apps?

They need Power Apps Premium rights. A standard Microsoft 365 license does not cover them.

  3. 03

Do you have Dynamics 365 in some environments, with Power Apps used outside them?

A Dynamics 365 license only covers apps in the context of its own environment.

  4. 04

Have you bought Power Apps Premium licenses?

These are the licenses auto-claim draws from, and the ones whose price rises on January 1.

  5. 05

Does a renewal fall between January and June 2027?

Prepaid licenses only go down at renewal, and the new price applies to terms starting on or after January 1.

Answer the five questions

It takes under two minutes.

This is a screening, not a calculation. It names no user and gives no amount. Power FinOps does, from your own tenant.

Four things you can do this month.

They need nothing from us. Power FinOps does them across every environment, every day, and puts a cost on each.

  1. Before Nov 9

    Look at Dataverse storage

Environments over their allowance can be blocked from creation, copy and restore. Sandboxes without pay-as-you-go go to admin mode after 30 days.

  2. This month

List your managed environments and model-driven apps

That is where the block starts. Knowing which environments are managed and which apps are model-driven tells you whether you are concerned, before you count anyone.

  3. Before Jan 1

Find your renewal date and its terms

Whether your next term starts before or after January 1 changes its price, and whether your CSP partner gives you a window to reduce quantities.

  4. Before February

    Decide on auto-claim on purpose

Left on, it spends your free licenses on whoever opens a restricted app first. Off, you choose. Either way, it should be a decision.

Questions about February 2027.

What changes in Power Apps licensing in February 2027?
From February 2027, Microsoft stops users without the right license from opening Power Platform apps in three cases: apps in a managed environment, model-driven apps, and premium apps used outside the environment of a licensed Dynamics 365 application. Many of these users can still open the same apps today.
Which users will be blocked?
Only users who open an app in one of the three cases without a qualifying license. A Microsoft 365 license alone does not qualify. Qualifying options include Power Apps Premium, per app passes allocated to the environment, and the pay-as-you-go per app meter. A Dynamics 365 license only covers apps in its own environment.
What is auto-claim in Power Apps?
Auto-claim is a Microsoft policy that gives a free Power Apps Premium license to any user who launches a premium app. Since February 2024 it is on by default when a tenant buys Power Apps Premium. In February 2027 it means unlicensed users first consume your spare licenses, and are blocked only once the stock is empty.
How much does Power Apps Premium cost from January 2027?
Power Apps Premium goes from $20 to $22 per user per month, and from $12 to $14 at the 2,000 seat tier, for any term that starts on or after January 1, 2027. The date that counts is the start of your term, not the date of the invoice.
How can I check my own exposure?
Start with the five-question screening on this page. For a precise number, Power FinOps reads your tenant and counts, case by case, the users who would be blocked, the licenses auto-claim would consume first, and the cheapest compliant option for each, with the source and date of every figure.
